Lesley Riddoch examines whether Historic Scotland is making some of Scotland's oldest buildings uninhabitable. Turning an old, listed building into a home is a renovation dream, but tough rules on materials, design and permission could be pricing the average Scot out of restoring their own built heritage. But are the quango's powers about to be clipped by the Scottish Government to cut delays and keep the agency out of most repairs to listed buildings?
