A 44-year-old Newport man arrested on suspicion of failing to stop, dangerous driving and drug driving was later released under investigation.
Gwent Police appealed for witnesses or footage of the crash.
His family said he was "the most kind and generous gentleman and a special brother, brother-in-law and uncle to all his family.
"He will be missed greatly by all who knew him."
