The Daily Telegraph says the Health Secretary Steve Barclay is warning that the NHS faces a winter emergency, and measures to avert a crisis

He says he has ordered civil servants to prepare proposals to "significantly increase" overseas recruitment of staff.

Mr Barclay believes recruitment could be expanded by hiring from countries which train more nurses than they need, including India, Sri Lanka, and the Philippines. He says social care could also benefit from bringing in foreign workers.
