Every country's laws vary slightly but they all tend to conform to two principles - 'archaeology' belongs to the state (even if it's defined as treasure trove) and that archaeological research is a licenced activity. You must apply for permssion to conduct archaeological research (even of the non-digging variety sometimes). Should you 'find' something accidentally you are generally obliged to have it assessed locally. Should it be deemed as something of archaeological value, and should you be caught bringing it outside the borders of the state, you must accept culpability for the offence and liability for its punishment.

The 'middle east' is a broad term but if anything the countries there are even more rigorous in protecting against illegal exportation of antiquities.

For more detailed info per country try Googling the country's name with 'archaeology' and/or 'law' included. Most middle eastern countries have made just such info very easy to find given the wealth of archaeology they contain. In most cases you will find that there is a government department (and at least one designated university) assigned the task of recording finds, including incidental ones.
