    I'm a bit troubled trying to understand why the Soviet Union sent the USA a telegram with one set of demands, then the next day before they could reply send the second one, asking for withdrawal from Turkey.

    Can anyone give me an idea as to why the did this please?

    It was before the U-2 spy plane was shot down so I cant imagine why the Soviet Union did it.

    Well,during the Cuban missiles Crisis in 1962 the Russians were obliged to carry their missiles on the decks of conventional freighters ,exposing to the gaze of U-2s ....and every passing ship.Yes ,there were two telegrams from commies to the American President but Kennedy ignored the latter and accepted the former from 26 Oct. 1962 in which Soviets came with proposition to Americans about the dealing which included in itself the America's guarantees not to invade in Cuba in exchange of restoring the 'status quo ante ' in Cuba existing before the Crisis had begun.On 28 Oct. 1962 the Crisis was over.
    Khrush. was forced to confess that the Soviet Union's fleet of general cargo vessels was second only to that of Greece.
    Later during the 70th Admiral Sergei Gorshkov ,Commander of the Soviet Naval Forces,had determined to put the 'USSR' ahead of western shipping and,by 1982,he had largely succeeded.....The whole Crisis affair was a great 'bluff' from the side of Soviets of which I'm not dare to say that Kennedy handled it very well.
    1.America was ahead of USSR in conventional military forces and nuclear weapons over the Atlantic area.

    2.There were no any obstacles ,the treaties between USA and the USSR or Cuba for America, to swallow the Soviet challenge which itself was equal to an aggressive act towards USA.
    3.When the Soviet 'bluff' was exposed before the eyes of the entire world then Soviets had only the one option -to retreat.
    4.Kennedy had the right to insist on punishment for USSR ....to put the demand before Soviets of creating the neutral and disarmed Cuba -an analogue of Finland.
    5.The only thing that Kennedy had to do, when Soviets were pressed against the wall ,was Kennedy's ability of strengthening the pressure from day to day to its logical end.

    But Kennedy,instead of it, simply submitted with the existing of the Communist Cuba within 90(!!!) miles from seacost of the American State-FL .....It was a real defeat for America-the most severe blow ,for all of the years of the Cold War between USA and Soviets, had been taken by America.
