Speed Freaks by John Zorn's Naked City encapsulates most genres in less than a minute!
Anything from the album, "Short Music for Short People", released by Fat Wreck Chords. It's 101 songs of 30 seconds or less, by various punk and punk-ish bands - there's stuff from loads of bands, for example Black Flag and Rancid, through Gwar and the Dwarves, to Green Day and Blink 182, and many more besides.
My particular favourites are The Ataris' "The Radio Still Sucks" (28 seconds) and Consumed's "Delraiser Part III - Del on Earth" (27 seconds). The whole album is worth a listen though.

Another Sunny Day - 'I'm in love with a girl who doesn't know I exist' A late 80's classic from Bristol's fine Sarah Records. The song title will take you longer to read out than the song itself will take to play!

The Orchids 'Defy the Law' clocks in at 1:42 and 'Walter' at 1:54. Both on the 'Underneath the window, underneath the sink' 7" EP - just timed them both on the turntable. I had a feeling they were in with a shout......
As for whether you can get hold of them in any other format, doubtful, but do have a look Gid.
