Lords' enforcer named

Paul Kernaghan, former chief constable of Hampshire, has been named as the Lords' first Commissioner for Standards, with the task of investigating ethics complaints. Since leaving the police service he served as EUPOL COPPS head of mission in the Palestinian Territories, helping to support the Palestinian Civil Police and Palestinian Criminal Justice System to establish the rule of law and create effective and stable institutions.

He will be the enforcer for the , which was brought in after allegations of "cash for amendments" and expenses abuse, reporting to the Lords Committee for Privileges and Conduct, through its Sub-Committee on Lords' Conduct.

If the peer under investigation is found to have breached any of the rules, the Committee for Privileges and Conduct will then recommend an appropriate punishment. The House will then make the final decision on whether it should be enforced.

The formal motion for his appointment will be debated next Wednesday.
