The Charter requires the Board to ensure that arrangements for the collection of the licence fee are efficient, appropriate and proportionate (Article 20 (7) (b)).
The Βι¶ΉΤΌΕΔ has operational responsibility for devising, managing and overseeing the detailed arrangements for the collection of the licence fee.
The Board requires the Βι¶ΉΤΌΕΔ to submit an annual review of collection activities to the Board. This will include any proposed changes in approach to collection and enforcement for approval by the Board.
The Βι¶ΉΤΌΕΔ is responsible for determining the appropriate content of the annual collection arrangements report subject to the following minimum content: (a) key principles concerning the collection and enforcement of the licence fee (b) performance against key performance indicators including evasion rate, collection costs, numbers of complaints (c) any proposed changes in approach to collection and enforcement.
The Board requires the Βι¶ΉΤΌΕΔ to report on key performance indicators - financial and non-financial within its monthly finance report.
The Board requires the Βι¶ΉΤΌΕΔ to include performance against key collection indicators within the Βι¶ΉΤΌΕΔ Annual report and accounts.
